About the Authors

G. E. do Nascimento e Silva is a professor of international law at the University of São Paulo. He is a member of the International Law Commission and has served as a judge on the International Court of Justice.

Hildebrando Accioly is a professor of international law at the University of Brasília. He is a former president of the Inter-American Court of Human Rights and has served as a judge on the International Tribunal for the Law of the Sea.
